It is based on a Skoda Rapid yes, but I'll need much more information than that for the point!
For instance the other parts of the question: who built this and when; also the car has a name which I'll need.
But since you've got the first bit right I'll lock it for you for 24 hours to see if you can find the rest (that means only you can answer this puzzle for the next 24 hours).

euro look, probably a one-off! those look like golf headlights so a vw family link? I wouldn't even guess past a czech petrolhead?

Its a 1984 Skoda Rapid 136L Coupe "Snehurka" with a  custom body conversion by Auto HEJL Vertigo Tuning of Czechoslovakia.

I've tried translating it but it won't give me anything different!
I have an English name for it so I'll lock it for you to see if you can give me the name I have.

I couldnt read my own writing, it should have read " Snehurka" which I believe translates as "Snow White"
