Its an early Vauxhall Firenza aerodynamic clay design conversion study that later evolved in to the "Droop Snoot  "  by Vauxhall design done primarily If I remember correctly for Bill Bydenstein/Dealer Team Vauxhall (the unofficial GM backed racing team in the UK), also to be used as a sporting road version to put some vavoom into the boring viva based Firenza line.

From around 1970/71

Wayne Cherry who later on became head of GM Design in the USA worked on it.

Yes.  The basic Firenza was an awkward-looking dog's breakfast of a design, but I believe the puzzle car led to the Wayne Cherry Droop-Snoot version, which transformed it into something quite attractive.
