This is a vehicle electric Fenwick model KF.201 It was used by the garbage collection system of the city of Zaragoza (Spain) This unit was presented in an exhibition of electric vehicles in Madrid in 1946. It seams that the driver doesn't have a seat driving it standig up.

Yes this type of vehicle was introduced in 1942, but the picture that you have is from the exhibition of 1946. The initial units doesn't have the white trim with the V shape in its front.
