American home-built ?

Yes, but based on something that was available (I hesitate to say 'in production'!)

I'm amazed it arrived here.
Here's the topic where we collected all the 4 series:

The puzzle car is the 140hp Studebaker V8-engined one.

Me too; the Experts must all be asleep..
Obviously it is a Lancer hence Eric Irwin must have been involved, and you are right that it has a Studebaker V8.
So the answer to the puzzle is what this particular car has become known as, and why?

Just to be sure what I have to look for...
This pic cames from the original brochure of Irwin's cars.
The info about those cars are various and I know there were at least 2 cars with that design...the Ford powered one was Irwin's car, this one was for Dean Banks.

That's right, and it is referred to as the Dean Banks Lancer Special on 'that' website!
Apparently it was made for Natalie Wood and her boyfriend at the time, and had to be adapted by Dean Banks of Costa Mesa (I think) to sit on the Studebaker chassis too.

I think this is the DBLS:
They both should use the chassis studied for the Stude V8 engine:
