ANYONE FOUND GIVING ANSWERS OBTAINED BY USING GOOGLE SEARCH BY IMAGE MAY BE BANNED FOR AN INDETERMINATE PERIOD!

It was originally a 1985 Pontiac Fiero that was redesigned,rebodied and customised by its owner a fellow called Alexander Koulygine.

He called it "Plazma" and he started to build it in 1994.

From what I read, it was rebuilt a number of times in different colours (red, yellow, silver)with different modifications, the blue coloured one featured here being the last.

You are not quite right.
This is a Laura 3, also known as Laura SXS / Piranha / Plazma, was created by Dmitry Parfenov and Dmitriy Pepelyaev in 1994-1995. Alexander Kulygin - an interior designer for this car. Project began and finished in the USA, but all five cars were made in Russia.

OK, noted, but WayneB did give me what I asked for so earned his point.  It's not wrong to say it's the Fiero-based Plazma, even though it might have other names and he didn't include the correct builder's name, which I hadn't actually asked for..
