It appears to have a licence plate, but I can't believe that any safety-conscious country would allow that on the roads. Is it meant to be a golf buggy ?

Well-spotted!  It is indeed not for road use but could be used on golf courses, hotel concourses and the like..

Indeed it is.  I don't know if it actually has a name but here is how they describe it on their website:
