Indeed it is.  The engine is an 1800 cc Type 4 and this is one of 4 built.
It's related to the Lalande, which I think has featured here before.

As dzima says, this is a GP Centron II (with revised rear bodywork) of which 4 may have been based on a VW Type 4 platform, but GP made a considerable number (in the low hundreds) based on a regular VW Type 1 (Beetle/Kafer) chassis.
