I think it's indeed a protitype for Austin A30, but I suppose it is by Dick Burzi.

According to a picture on page 111of "The Men & Motors of The Austin"by Barney Sharrat, this is a full size mock up by Holden"Bob" Koto which is shown in the picture but an at angle not face on in your picture.It was Dick Burzi's design that was picked by Len Lord for the production A30instead of the Koto design for Loewy Associates

I have it as the Dick Burzi proposal, so I'll have to check into it.
I'm only using the internet as the source and we all know how reliable that can be...

The Bob Koto proposal was deemed a bit too big so it was decided to lop 4.5 inches off the front.  Bob was a bit busy so the job was given to Dick Burzi.  The cars did look rather similar from the rear and side so it's easy to confuse the two, but I understand my puzzle is Burzi's shorter one so targhediferro gets the point.

Incidentally it was around this time that Dick Burzi designed the Austin flying 'A'!
