Yes, it's from South Africa.
Actually I don't know as much about this car as I thought I did and perhaps I shouldn't have posted it.
I thought it was one of 6 modified in South Africa in this way, but I've been unable to find anything out about who did it and it seems perhaps it's just a one-off chopped by its owner.

So I think I'll give you a point, call it Solved and forget about it!

I was going to suggest that it could be an S600 as well as an S800 - the year somewhere between 1965-1966 (S600) and 1966-1970 (S800). I had no further ideas on the modification to the front.
