What is it, by whom, based on what and from when - for 1 point?:

Sadly: 1) It is not the only ugly creation by this man and 2) I cannot remember his name or what the other car was.

But this car is based on either a Fox-body Mustang, or the equivalent Mercury Capri.

It is based on a Mercury Capri, yes, and he did make another car.
But it has a name, which I need (as well as the builder's!)

Tommy "The Greek" Mouzes. Interceptor. He also made a mid engine custom car called : GRX Interceptor(Geek Race Experimental). Has been a previous puzzle here on autopuzzles..by myself(whcgt) & another puzzler.

That's correct, yes.  He actually built the car in 1998 on the basis of a 1986 Mercury Capri 5.0 V8.
This car is also correctly called "GRX Interceptor", just like the other car he built which, as you say, has been puzzled here already.
