Base car is pretty obvious so no points for that, but 1 point for the Puzzler can say what it's meant to resemble, who was responsible for it and when the dirty deed was perpetrated:

ANYONE FOUND GIVING ANSWERS GLEANED BY USING GOOGLE SEARCH BY IMAGE MAY BE BANNED FOR AN INDETERMINATE PERIOD!

It's in H0 scale and made by a French company. I've seen several examples of it. Why? Because it is something else. You also have to Kiosk-miniatures of 1:43 2CV cars in thousands of shapes and colours. It seems there are collectors out there ready to collect anything 2CV. If you like, I can send you a link with a picture.

Is the name Porsche connected in any shape or form to this contraption? (Of course not officially, but that the builders called it something like PorscheEnte or something)

Yes, believe it is supposed to be the builder's idea of a 2CV Porsche!
But who was that builder and where is he situated?

The builder, after some search, is Pierre Kindler, it was build in Switzerland. I think the guy lives in Australia now?
