I think it is a Wolfsburg product; not only because of the typ 2 in the background, but also because windscreen glasses seem the same of T1 bully. So I guess these little wagons were used inside the factory to carry the workers at their working places.

Thanks for the point. I think the puzzle vehicles are just "Motordraisinen", while the "Rottenkraftwagen" is the tall one in the background.
