The setting does not look like horse-racing to me - the rough grass for the car park and the marquee in the background look too temporary. I reckon it could be a polo match. USA east coast ?

Not really an answer, but is that the Steeplechase at Saratoga Springs, NY in 1930?
They did allow automobiles in the infield apparently.

Correct! This car started life in a different shape for sure, maybe with coachwork by Castagna.
