Perhaps the basis for this car was a Locost project?

Very much doubt it, the thing was a lot larger, about 16 feet long, 6 feet wide, and 5 feet high.

You exposed the complete license tag, so I did an online lookup.  That provided the "complete" name.

Looking at the details of the flickr images, it has a supercharged V8 engine, with an Edelbrock carb.  Seems to be an independent rear axle.

The wheel and hub type is strange.  Each wheel has six bolts, arranged in pairs at 1/3 intervals.  I'm sure that tells us what type of hubs were used, but I've never seen such a bolt pattern.
