These are electric taxi cabs made by Namag (Norddeutsche Automobil-und Motoren A.G.) from about 1908.  These were essentially horse drawn broughams, with the horse replaced by electric motors in the front wheel hubs.  The taxis were manufactured under a French Krieger license, using an electric wheel motor design which was similar to the  Lohner-Porsche principle.  These taxis were sometimes called by the name of their operators.  For example: in Hamburg they were called HEDAG, which was the name of their operator (Hamburger Electric Droschkenwagen-AG).

If not Namag, they could be S.T.A.E. Societé Torinese Automobili Elettrici they also had a Krieger license.

A perfect answer. These are Namag taxis (sometimes also called Lloyd-Krièger), operated by the Hedag. The picture was taken at the Alsterarkaden in Hamburg.

They were quite popular at Amsterdam around 1910.

They were also very popular here in Buenos Aires, two are still around today but they are both French and earlier from late 1800's. I don't know if they started life working as taxis but probably did end up doing so.
