This is the first of Hans-Joachim Kranke's eigenbau racecars, built in 1950 based on a VW Kübelwagen. The same car in a later guise can be seen here:

I have a different name and need to be convinced, still.
The Kranke car from your link has a different front axle, with a rod that goes though a hole in the bonnet...

According to my book about Porsche specials it awfully looks like the Walter Hampel VW monoposto built for Major Bob Hall.
