I have no idea, but just for fun, there is a Citroen next to the puzzle car and a Peugeot in the background so France is at least a starting point.  I cannot make out from the photo if it is RHD, if so that is a huge steering wheel, and the Citroen is LHD.
To my eyes, the rear window looks like it came from a Morris Minor but that is really reaching.

I think 'partially French' means only the body is French, so it must be a foreign pre-war chassis.

It's apparently RHD. Is there a British car underneath?
