It's the 25hp Talbot driven by Percy Lambert at Brooklands in 1913 to be officially the first car to cover 100 miles in one hour.

I've never seen a photo of the car without front wheel disc covers, and possibly this shows the car in 1912 when it set records at Brooklands over shorter distances.
I must be right - that's what it says on Wikipedia
