The car is a Voisin C1 (1919). The thing on the bonnet has something to do with regulating measures of fuel and consumption? I think.

Interesting.  I wonder if they measured oil as well as fuel consumption.  If it had the sleeve-valve motor, the oil use must have been significantly higher than conventional motors.
