This "thing" was called The Bug and was built by airmen of the 7th Air Force on the Island of Iwo Jima in June of 1945.
I hope that is enough, I could not find the actual builders names.

Thanks, OP.....

As a note of interest, this puzzle and a couple of other recent solved ones ended up in the "Solved Auto Puzzles>2013" file instead of the "Current solved puzzles" file.
