It looks like a wild mixture of a VW Beetle, a Citroen 2CV and a Buggy. And of course, it is German.

At last, after almost two years we finally have a winner!  Well done Wendax, this is the 2CV-based Libelle, made by Knut Villing in Stuttgart in the late 1980s/early 1990s.  Two points to you cracking this longer-term PH puzzle.
