For one point: what is it, and who built it?

Only a correct, complete and specific answer will earn a point; tag-on's to other guesses will not. So, be specific and complete!

The long chassis looks like a little truck or a limousine one, is it right?

I've watched hundreds of pictures of customised cars, rat roads, hot-roads and so on, and I found some similar cars but not the quiz one. Is it a Californian car?

You could very well be right; if so, I didn't mean to deceive. This one is largely home-built (by one of the persons pictured), but many parts were likely sourced from other cars.

Parts of the car are older, but it did see competition in 1948, and later

After looking at a LOT of hubcaps, it seems those on the puzzle car came from a 1940 Chevrolet 1/2 ton truck:

i believe he did (there's not much specific information about his cars to be found on the web). He also competed in others' cars.
