That's Minette, a Mini based two-seater with 1000 cc engine mated to an automatic gearbox. The two men are Dave Gauntlett and Tony Stamp of the Croydon Technical college, who built it.

I don't know this car, but I think Osvald may be right...I can see the Mini rear suspension attack and 10 inches wheels.

Minette is correct! Early 1970s. The only thing I'd argue with in your answer is that it's not a two-seater - that rear door is supposed to allow access for up to six people! There was even plan to productionise this wee beast

Sadly I don't know much about it either, apart from the concept being very close to the William Towns BL Minissima.
