You have clearly been doing a lot of research on this one - well done and a well-earned point. The car was a product of the Khadi Institute in Kharkov - some reference sites claim it to be a "Formula" racing car, but I personally believe that this is wishful thinking. It fits no formula of the time, and I reckon it was simply an engineering exercise for students at the Institute. There were other cars in the "Khadi" sequence, but they need to be kept for future puzzles.
It has been pointed out to me that this is a repost, for which I apologise, but it IS a very interesting car. Perhaps one of the editors could merge the threads.
