I think you´ve got to think exactly in the other direction:

if it was NOT that big he would not be able to turn the wheel at all.

Steering wheels only are that small today, because they are power assisted.

On old tractors and trucks, which have heavy weight on the steering axles always have huge steering wheels.

I tried to figure out the licenseplate of the car and I tried to figure out the name on the hood of the car, but without success.
I don’t have a clue so I can only guess.

I guessed 1912 too - there is very little information on their racing activities, but they entered cars in the 1912 Boulogne Speed Trials, and I feel this puzzle car may be one of those.
