This vehicle is a TGE-A from 1917 built by Tokyo Gas and Electric.
It is what is called a Subsidy Vehicle, which means the Government of Japan in one form or another would subsidize the cost of the vehicle if the manufacturer and the customer would agree to building/buying a vehicle built to Government specifications that could eventually be requisitioned for military service if a conflict developed.
This practice was also carried out in the UK and some European countries prior to WWI and to a lesser extent prior to WWII.
