I do not feel at all comfortable answering this puzzle as I think it has been posted before but I cannot find it.

In any case, it is a "Desert Hunting Car" using only bows and arrows as hunting weapons that was built by Walt and Ken Wilhelm of Yermo, California in 1940.  It was featured in a magazine of that era.

There were apparently two such vehicles built, "Lena" and" Prowler". and I do not know which one this is but it is one or the other.
