A small clue - this car is on "that certain site", but under a different name, because it had been modified by the time this photo was taken. And it's a long way from the "home" of Formula 3.

Think I found it...
Austin Tauranac at Newcastle's King Edward Park Hillclimb around 1954 driving the Ralt Mk3, or Norton-Special.

Yes! Solved correctly. The Hooper car was bought by Austin Tauranac, Ron's younger brother, and the family modified it but do not appear to have given it a name. Some sources refer to it as a Ralt, but I don't think that terminology should be used so far back in time. As far as I know, Ron Tauranac's cars were only called that after he left Brabham.

I have checked further, and I was wrong. The specials built in the 50s were indeed called Ralt, although the "RT" numbered designation did not come into effect until Ron Tauranac built his formula cars much later. I have therefore amended the title of this puzzle.
