I believe targhedeferro has the right country, but the wrong marque.  I think this car is an Excelsior from the middle, to later, 20's, say 1927.  This is probably another obscure coachbuilder, but I will start with the obvious, and say Van den Plas.

Yes, you're correct - it is an Excelsior saloon bodied by Van den Plas.
The year is 1926 though but close enough for the point.
