For whatever this is worth, the car is a 1978-1980 Volkswagen Rabbit built in Pennsylvania, USA.

re: Rabbit vs Golf - Also, Golfs are equipped with horizontally mounted side markers, and the Rabbit markers are vertical.  (If I recall correctly, during at least one of those years, the diesel Rabbit was built in Germany, so it was sold in the U.S. with round headlights and horizontal side markers.)

It is a Rabbit, of course. The event took place before 1985, yes. Whether it was a celebrity race or not, I'm not 100% certain, sorry :(

It is an SCCA VW Rabbit Cup (it was referred to as 'VW Cup' in my source, but I suppose it is the same thing in this case?), but slightly earlier than you have stated. Driver and venue are different, though.
