Finally!! The car is named Arktur, but it is not from Bulgaria. You get a point for this.

I am very glad to award you the second point for this puzzle!!

This car is Arktur GT made in Sevastopol, Ukraine in ~ 1998 by Evgenij Horonskij Tsalovich. It is powered by VAZ 2108. He had a plan to build this car in series then. Probably and most likely - nothing has happened.
