I'd say the coachwork is by Million-Guiet, and the car seems to have front wheel drive. But now I'll have to start to guess... Could it be a Tracta?

Now this is a guy who knows what he's talking about. The coachbuilder in question is Million Guiet! But it's not a Tracta.

Actually the Harris-Léon Laisne was not front-wheel-drive.  It just had a well-designed chassis:
