I´ve changed the title to  show it may be french.

My source says it´s german.

Maybe someone knows the builder?

That would be an extra point.

I found these pictures (and a few more) at the site of the Bibliothèque Nationale de France. There it is called "L'Auto de la Crise", the year given was 1932(!), and it was presented at the Concours Lépine", an inventors' exposition.
