It's called "The Cootie", and it's pictured in 1922 outside The White House, Washington DC. I believe that it was owned by a Capt. Kopper (who may be behind the wheel), and a discussion forum on the internet reckons it's a speedster based on a Model-T Ford.
I must be right - that's what it says on Wikipedia
