It looks to me like a knock-off of a later 1960's Jeep Wagoneer.  I think something like this was done by Zhongxing, but I don't know when, probably in the later 1970's.

Zhongxing is currently branded as ZX Auto, but I don't know if they were back in the 70's.

I'm not sure if I found the correct web site, or not, but if I did, I didn't find any clear answer to the question.  However, the full name of Zhonxing is Hebei Zhongxing Automobile Manufacturing Co., Ltd which is a joint venture of Taiwan Unite Leading Co. and Hebei Tianye Automobile Group Co., Ltd.  I believe that there were at one time cars branded as Hebei and/or Tianye, so this could be one of those.  Also, prior to the founding of Hebei Zhongxing Automobile Manufacturing Co., Ltd in 1999, the company was originally known as Baoding Automobile Factory, which was founded in 1949.  It is unclear to me as to whether there were ever any products branded as Baoding (a city in Hebei province) or if the operative brand(s) was/were something else.

I have found some indication that this model was called the TY213.  If this is correct, it would suggest to me that the brand might be Tainye.

You found it! This is the Tianye TY213, built by Tianye Automobile in 1976. Hebei Tianye Automobile Co is one of the founders of Hebei Zhongxing (ZX Auto)
