Not exactly a concept car. Better to say, study or prototype.
"Manufacturer" or "coachbuilder" in this case doesn't well apply either.

The white with blue stripe would traditionally indicate a car from the USA.  Is this the case here?

Not, it is not from the USA and that blue tripe is just a light effect.
