The car, a Ford Model T, and the location, the White House in Washington DC, USA, are easy, but the other requirements are a bit more obscure.  However, after some digging, I located the story in an old article in the Washington Post.

The car is a 1921 Ford Model T, whose driver (and owner – a retired baker), Ernest Franke, is driving around the White House driveway, trying to show off his beloved car to Henry Ford, who was there visiting President Roosevelt in 1938.
