To recap:

Artist #12 was singing about a (Car B) Plymouth. He did so on the radio. The radio show on which he did so included the word Star in it's title. One need only take the Time to put those together with one more word, which I've already provided.

D'oh! I've been on that web page several times, but always managed to miss the right clip (to be honest I got a bit bored listening to that horrible advertising jingle).

Anyway, it looks like Artist #12 is Vince Carson on the "Plymouth Star Time" radio show in 1956, with Song B "You Gotta Go, Go, Go With Your Beautiful Plymouth".

Oddly enough, Tony, the guy who interrupts with the Swanee whistle is talking to someone called Jim, not Vince, but I didn't try to research that any further. ;D

He's talking about the 200 hp Hy-Fire V8 engine, and the main selling point for 1956, the push-button transmission selector.

Yep, that's given me that Artists #13 are Was (Not Was).

Not so sure about the song, though. Just going through some lyrics at the moment.

Could it be Song F, "Are You Okay"?

That has the lines:

Once she had a car, you know, her uncle gave her
But that got totalled, that's Judy.


EDIT!

Cancel that. It's Song J, "Man Vs. The Empire Brain Building", which has the lines:

Pontiac, Pontiac
Drive your car across the sky.

That's about the only song on the Born to Laugh at Tornadoes LP that is not on YouTube. I'll have to remedy that.

So we are left with one unidentified pair with a band named after a lady and a song where the singer talks about getting high or about a totalled car

More or less. The band's name includes a woman's name, but also includes a collective name for her associates.
