Not a Camaro guy, but...
I don't think first-year Camaros got Motor Wheel 500s. All I've seen were RS and SS dressed in Chevy Rally wheels.

I think I recall seeing '69s equipped with M/W 500s, though.

Looks like one of the "Black Panther" cars modified by Gorries Chevrolet in Canada. Throwback - presumably the use of the Panther name (what the Camaro was called whilst in development)?
