What is this, what's its base and what powers it - for 1 point?

Inspired by Ferrari 166 ,it's based on a mid '60s Reliant Scimitar chassis/suspension with Ford Zephyr / Zodiac 2.6 L straight six power ?   Currently for sale

That's it, yes.
They call it a "Ferrari Evocation Special" but whether that's an oficial title or not I don't know.
The chassis is actually slightly later, being a Scimitar GTE and the Zephyr engine is a Ruddspeed-converted one with triple carbs.

Pretty sure it's not a GTE chassis ,it's a D reg , '65 afaik ? ,the GTE didn't come out until '68  & they never had the straight 6 ,just the mk4 Zephyr/Zodiac V6 whereas the Gt until '66 had the inline 6

I think you're probably right.
The blurb said it was a Scimitar GTE chassis and I didn't particularly take any notice of the date; I just assumed they had sourced the chassis and engine from different places so it was entirely feasible.

I've quoted the blurb below and you can see that it describes the chassis and donor car as a 1965 Reliant Scimitar GTE, which as you have pointed out is impossible.  I think it's highly likely the blurb was written by someone unaware of the Scimitar GT and who just assumes all Scimitars are GTEs...!    I see it says the car is registered as a 1966 Scimitar GTE, which also cannot be right and it's most probably registered as a 1966 Scimitar GT.  A sad end to a very nice coupe in my view, as reading the blurb it had been fully restored and was most probably a beautiful car!

He has skilfully built umpteen specials on various chassis in the past. This one took him 9 months of dedication to complete and it was done to a very high standard.
The car has been driven on the Goodwood Race Track and speeds in excess of 100 mph have been recorded. I have personally driven it for 300 miles from the South Coast to Lancashire and it went like a dream. The amount of interest generated by this car is amazing, so prepare to be photographed and quizzed everywhere you go.
It can accommodate tall drivers unlike a lot of racecar designs. It also has a spacious luggage space at the rear.
The car comes with spare wheel on running board, spare tyre in boot, toolkit, workshop manual, history file with previous MOT’s and full photo record of both the original car restoration and the more recent conversion. MOT and free road tax. Helmet & Goggles included. It is registered as a 1966 Reliant Scimitar GTE Sports in the Historic category
