It's a 1917 Mulford Special roadster. 1914 Chevrolet powered.

"Famous racing driver Ralph Mulford, who drove for and worked closely with the Duesenberg brothers, tried twice to launch his own automobile company to sell a car he designed, in 1915 and 1922. His first attempt produced two cars, which unscrupulous bankers tricked him out of, and his second attempt produced seven cars but went no further."

You are correct, this is the 1917 Mulford Special Roadster, powered by Chevrolet.

This was not a scratch-built body, it is based on another car.  The point is yours, when you provide that name.

Indications are, the car still exists..
