I have no idea about the car for the moment, but it is being used, I think, as a winch mount for some sort or ariel balloon.

Well, I am now on my third glass of wine, trying to fortify myself for Cataract Surgery tomorrow starting at 0615 in the morning.

A winch, then, of some sort, of that I am fairly certain.

I've found that this car was used to launch gliders at Turku Artukainen Airport during 1938.

And another point to Craig.  This car is actually quite famous in Finland, where the airport is located.  This was previously the car of Marshal Mannerheim.
