It was a student project shown at Geneva in 2009 or 2010, I have no name, but I think it was electric powered.

Project ELMAR.  Created by 28 students of the DHBW University in Mannheim, Germany.  Presented at Geneva in 2010.  Built in 9 months, with help from BASF, Continental, Fraunhofer, and sharp.  Electric car, built mostly of carbon fiber.  Power train includes four wheel rim motors.

I think Sbarro would sue anyone who built a vehicle with such hubless wheels...
