I now the brand name of the car, and looking at a side view of the car (which I will post when this is solved), it seems propeller is non-functional.

I don't know the date, but I thinks it's older than you have guessed.

Indeed it is - here's the side view, with Mr. Stout (and another guy I don't know). Also, a close-up of the seemingly tacked-on prop mount and the Stout logo.
