The grill reminds me of Dodge, late 30's- 47
The headlights look GM- ish
The hubcaps reming me of packard.
My guess is Packard Chassis, era of design, 1940's?

Harleys Y Job was from 1938, so if this is GM-ish for headlights, Pontiac, 1948, conceptual design?

It is not a design study by GM. This car just used GM headlamps, but was conceived by a small company.

Basis car is '39 Plymouth two door coach with fenders and running boards retained for their simple, eye-pleasing lines.  LaSalle chrome headlights.  Interior from late model Chrysler Convertible. Design applies to 1939 Plymouth 2 and 4 doors Sedan.
