Solved - NEH 2217: Mercury - Russian home-built car - 1979

This car has been pictured on AP before, but it's never been puzzled.
So, what is it, from when and where - for 1 point?

Soviet homebuilt car - Mercury (Меркурий) by Vladimir I. Mishchenko (Владимир Иванович Мищенко)
The first scale model of the car was made in the early seventies, and only ten years later, in 1982, made the first car. There were built 5 copies of Mercury: three in Moscow and two in Tbilisi (Georgia).
Survived only two cars Mercury. (Yellow - electric, called - Proton, and red - Mercury).

I actually had it as from 1969, but I did think it looked rather later than that..
