I've found a few pictures of this concept by coincidence, but all it said was '85th anniversary project of RAD (division of NAMI)'. Is that enough?

This car is called NAMI-i (НАМИ-i). НАМИ - Научный АвтоМоторный Институт (Research motor institute). The car was built in honor of the 85th anniversary of the first NAMI-1 in 1927.

I've found that second picture too (and a few others), but I couldn't make anything of the nametag ... (my Russian isn't that good  ;))
