It looks like a Zink C4 Formula Vee racer.  It has the SCCA club decal and the FV class identifier.  But it also has a mini-wing that, as far as I know, was never allowed in FV racing.

Yes, this is a Formula Vee racer. I don't know the donor. This one had a very specific nickname which is written on the front of the car. It was called the ..... ...... Special (two words, don't count the dots)
