Please tell me what's going on here. Who's the inventor and what did he invent?

This is a rubber bumper invented by the Dutch Overman company, which was supposed to absorb impacts up to 40 km/h, and actually gave one a reduction on the insurance fee. Many foreign companies took out a patent license for it, and no doubt they were sold in many countries under different names. There is a Hotchkiss in the Louwman Museum in the Netherlands who still has this bumper (see their site)

It is a rubber bumper, but my source gives me the name of another - not Dutch company. So one point for bentleybob but I leave the puzzle open for other names

Googling "Rubber" and "Protection" brings up the London Rubber Company, but somehow I don't think that's the answer  ;)

It's called "Casco-Puffer", an elastic bumper invented by Herr Schleiff.
