Vespa rear end.  Not sure about the rest - probably bespoke.  From the model of Vespa, I would guess at 1965.  As to country- first guess would be Italy

I've just realised that the background is a photo so it gives no clue.  The Vespa in the foreground is an early low level headlamp model (ie earlier than my first wheels).  It looks a bit of a hybrid as it's asymmetrical.  So, allowing time for the original to get old and be recycled I'll guess at 1960.

I've found some information about this one. This source claims that it was built by Monsieur Bessiëres at Concessionaire Vespa Avenue Thiers a Bordeaux and intended for his kids to learn how to drive. Was homologated by Service des Mines de Bordeaux, France in July 20 1960.
The picture shows the Vespa 400 ACMA at the Rallye Saint Emilion 2009
